Minutes of the Community Council virtual meeting held via ZOOM on

Wednesday, 20th April 2022.

1       Present:

Councillors Mr Dafydd Jones (Chair), Mrs Sharon Barton, Mrs Arianwen Owen, Mr Tim Owen, Mr Selwyn Williams, Mr Andrew Hughes, Mr Gwilym Looms, Mr Jeff Hughes, Mr Myfyrd Davies and Mr J Alun Foulkes (Clerk).

2        Apologies

Apologies for absence were received from: Mr Gareth Evans.

3        Welcome:

The Chair welcomed everyone to the meeting.

4        Declaration of Personal & Prejudicial Interest

No personal interest that was prejudicial had been received.

5        To Correct & Approve Minutes of the Last Meeting.

Full Council Monthly Meeting 22/3/2022 - Motion (AH) & seconded (GL) that the minutes be approved as a true record. Unanimously agree and signed by the Chairman.

6        Matters arising from the minutes.

6.1       New Benches at the Cob Malltraeth - the Clerk will purchase the items before the end of May.

6.2       Hermon Flower Plot - Councillor Mr Andrew Hughes confirmed that the matter was in hand

6.3       Wall Repairs - Old Trefdraeth Church Cemetery - Councillor Mr Andrew Hughes confirmed that the matter was in hand.

6.4       Maes Glas, Bethel - to follow up and write to the County Council once the elections have taken place.

6.5      Trefdraeth Cemetery Burial Fees 2022/2023 - need to tidy up category pricing - Chair & Clerk to arrange.

6.6 Save a Life Wales Application - Installation of Defibrillator in the Community - the

Surgery in Bethel had agreed to locate one of the defibrillators on their site. It was also unanimously agreed to pay for the defibrillator cabinet and electricity connection for the machine located at Glantraeth FC on condition that the Club contributes the sum of £400.00 towards the installation costs and that the Community Council is responsible for its maintenance and inclusion on the list (GL/TO).

6.7 Hermon Notice Board - Clerk to begin arrangements for a new Notice Board to be installed in accordance with the decision made in 2021.

6.8 Grass Cutting Contract - the Clerk to continue with the tendering process and to consider quotes within the budget allowance (£3,300).

7 To Confirm Payments & Receipts:

  • Defib Store 2 x Defibrillator Cabinets £956.88
  • One Voice Wales Membership £175.00
  • Clerks Wages & PAYE April 2022 £280.00

7.2       Receipts:

  • Glantraeth Football Defibrillator Contribution £400.00

7.3       Bank Reconciliation - 31st March 2022  Current Account     £9,850.31

8      Approve Community Council Financial Statement & Accounts for 2021 / 2022.

Following a full and precise report from the Clerk, proposed (AH) and seconded (TO) that the Council accepts and approves the financial statement with thanks to the Clerk.

9      Temporary Traffic Order - Closure of Road - Lon Tir Na Nog,

Bodorgan 2022 - for 2 days (19th - 21st April 2022) in order to carry out renewal of a defective pole and cabling works.

10      Planning Decisions.

10.1      Full application for the erection of 4 domestic garages and erection of 2 stables for private use only at: 1 Capel Sardis, High Street, Malltraeth - FPL/2022/16 -APPROVED.

10.2      Full application to Alter & Extend at: 3 Maes y Glas, Bethel, Bodorgan - HHP/2022/21 - APPROVED.

11            Community Council Elections.

11.1     Following information received from the County Council Electoral Division, the Clerk confirmed that there will be a community council election in both the Llangadwaldr and Trefdraeth Wards in May and wished the persons standing for re-election the best of luck and also thanked Councillors Mr Jeff Hughes & Mrs Arianwen Owen who were standing down for personal reasons.

11.2     The Chair thanked everyone for their support during what has been a challenging time and for the co-operation shown to him in the Chair. Due to ill health, he will not be seeking re-election. The Clerk thanked him for his friendship and for all the work he had given to the Community and Councillor Mr Myfyr Davies' also thanked him for this tireless and hard work over many years on behalf of each member.

12            Date of Next Meeting - Tuesday, 17th May 2022.

The Chair thanked everyone for attending and declared the meeting closed at 7:55pm.
