Minutes of the Community Council virtual meeting held via ZOOM Conference, on
Tuesday, 22nd June 2021.

3 Welcome:
3.1 Everyone was welcomed to the meeting by the Chair.
4 Declaration of Interest
4.1 None was received.
5 To Correct & Approve Minutes of Meetings.
5.1 Full Council Monthly Meeting 18/5/2021 - Proposal (AH), seconded (TO) that the minutes be approved as a true record. Agreed unanimously.
6 Bodorgan Community Centre Update.
The Chair reported that he had been invited to attend a joint meeting with members of the Community Centre's Management Committee (Mrs Christine Rogers and Mr Bryan Owen) and the County Council (Mr Dylan Edwards & Mr Huw Thomas) on behalf of the Community Council. The property's social distancing measures remains a problem with only 10-15 allowed in the building at any given time. However, following a fire risk assessment carried out, it has become clear that the building does not comply with several conditions and regulations. It was also noted that the County Council does not have any intention of carrying out any repair work to the building. Finally, it was noted that the County Council will continue to market the site for sale but acknowledged that there is a financial problem with selling the building and that a long-term lease in the name of the Management Committee is in existence. In view of this development, Community Council meetings will remain virtually via Zoom Conference.
7 County Councillor's Report.
County Councillor Mr Bryan Owen gave a brief report on the problems of chain-link fencing that exists on the boundaries of land owners and although the maintenance responsibility lies with CSYM, no records exist to confirm this fact and acknowledged that agreements should have been put in place at the outset.
8 Eglwys St Cadwaladr Church (Trefdraeth) Cemetery Tree Cutting Report.
The Clerk had circulated members with a Tree Report he had received from Snowdonia Tree Services (cost of £1,280) together with photographs taken by Councillor Mr Tim Owen following the discussions held at the last meeting. It is clear that a misunderstanding had taken place with some tress felled by Roundwood Tree Technology under the Council's instruction and others felled under the instruction of the Church. Nevertheless, contrary to the cost already paid and the decision made at the last meeting, Proposal by (DJ) & Seconded (GL) that the Council proceeds with dealing with the remaining trees and to instruct the Clerk to contact Snowdonia Tree Services to carry out the works. Agreed Unanimously.

Proposed (AH) and Seconded (TO) to accept and approve the statement and report and this was agreed unanimously.
11 New Planning Applications
11.1 Full Planning Application - Extension to Balcony at: Whitsand, The Drive, Malltraeth Planning Application No: HHP/2021/153 - NO OBSERVATION.
11.2 Application to determine whether prior approval required for the erection of an agricultural shed on land at: Tyn Rallt, Bodorgan - Planning Application No: DAG/2021/14 - NO OBSERVATION
12 Parking Matters - Hermon, Bodorgan.
Councillor Mrs Arianwen Owen raised concerns again regarding parking problems in the village and a potential accident waiting to happen.
RESOLVED unanimously that the Clerk writes again to the Highways & Housing Department of the County Council requesting a site visit with firm proposals and to copy both County Councillors.
13 Parking Matters - Morawelon, Bodorgan.
Following a recent incident on the Estate it was RESOLVED unanimously that the Clerk writes again to the Highways & Housing Department of the County Council requesting a site visit with firm proposals and to copy both County Councillors.
14 Other Highway Matters.
Concern of the grass verges overgrowth and the need to cut as soon as possible. RESOLVED unanimously that the Clerk writes to the Highways Department of the County Council requesting a time frame for cutting and to copy both County Councillors.
15 Maes Glas, Bethel Incident
Members discussed the serious road accident that took place last weekend and County Councillors Mr Bryan Owen and Mr Peter Rogers had made representations to the County Council's Highways Department with proposals to move the SOmph speed restriction signage further away to the direction of Llangristiolus and the need for the construction of a pavement from the Estate's entrance to the Village in the best interest of health and safety of all users. RESOLVED unanimously that the Clerk writes to the Highways Department and Chief Executive of the County Council with copies to the Assembly Members, both County Councillors and the Police with the above proposals.
16 Cefn Trefeilir, Bethel Incident
Members also briefly discussed the sensitive incident that took place the previous weekend (12th/13th June) and that Councillor Mr Andrew Hughes had already written to various relevant parties to outline his concern. He made reference to a previous letter sent to the County Council's Housing Department in 2015 and the need now for immediate action to secure the property that has become an environmental issue and that the overgrown hedges into the main B442 road need cutting back. A reply from the Housing Department had been received to confirm that the owners of the property have began securing the property with the intention to sell and that they will monitor the property carefully over the next few months for developments. RESOLVED unanimously that the Clerk also writes to the Highways Department and Chief Executive of the County Council with copies to the Assembly Members, both County Councillors and the Police with the above concerns.

17.4 'Second homes' council tax consultation underway - this sparked a constructive discussion among the members - RESOLVED unanimously that the Clerk responds to the consultation and submit the Council's views before the deadline of the 6th August 2021.
