Minutes of a virtual meeting of the Cymimed Council held via Zoom conference, Tuesday evening, 15 SEPTEMBER 2020.

1 Present

Councillors Mr Dafydd Jones (Chairman), Mr Tim Owen, Mr Myfyr Davies,

Mr Gareth Evans, Mr Andrew Hughes, Mr Gwilym Looms,

and Mr J Alun Foulkes (Clerk). Also, County Councillors Mr Bryan Owen.

3 Welcome

3.1 Everyone was welcomed to the meeting by the Chairman.

4 Declarations of interest

4.1 Councillor Myfyr Davies made a Personal Statement which was Prejudicial to an Application

Carreg Ceiliog Bach Planning (item 11.2) as he is the Applicant of the Planning Application. He left the meeting while members were discussing the application and did not take part in any discussion/decision.

5 Correction and approval of minutes

5.1 Monthly Meeting 14/07/2020 - motion (MD), second (AH) that it is correct.

5.2 Annual Meeting 14/07/2020 - motion (MD), seconded (AH) that it is correct.

6 Morawelon Estate Parking Site, Malltraeth

- the Chairman said that the Clerk had received an unsatisfactory response from the County Council and he decided to arrange a meeting with County Councillors Bryan Owen and Peter Rogers with the Clerk also present to discuss the situation in now.

He recommended to the members that a meeting should be arranged for him and the Clerk with the Chief Executive of Ynys Mon County Council, Departmental Portfolio Holders, Senior Departmental Officers and representatives of our County Council in order to resolve the matter. The members agreed unanimously and asked the Clerk to hold a meeting and report back to the next meeting.

7 Pension Estate Parking Site, Hermon

- a report that the addition of this site will be in accordance with the recommendations of record 6. AGREED.

8 Notice Board

- it was confirmed that the Community Council is responsible for the Notice Boards and that only Council documents are expected to be placed in them.

9 Electoral Arrangements Survey Document for Yhys Môn (Draft Proposals).

The Clerk had responded to the document by 14 September 2020 with the Council's recommendation to rename the Ward the 'Santes Ddwynwen' Ward and that this had been approved by the County Council.

10 Bodorgan Centre Report.

The Chairman said that he had arranged a meeting with County Councillors Bryan Owen and Peter Rogers with the Clerk also present in order to discuss the situation further. He recommended to the members that a meeting should be arranged for him and the Clerk with the Chief Executive of Ynys Mon County Council, Departmental Portfolio Holders, Senior Departmental Officers, representatives of our County Council as well as Christine Rogers and Rhys Evans from the Centre Committee in order to resolve the issue. The members agreed unanimously and asked the Clerk to hold a meeting and report back to the next meeting.

11 Report of the County Councillors.

A short oral report was given by County Councillor, Bryan Owen.

11.1 Primary School children have tested positive for COVID19 in Langefni, Borth and Llanfechell.

11.2 An email has been received from Alan Smith asking to consider reopening The Center and that there is local interest in purchasing the Ysgol Bodorgan site.

11.3 Sad news that the Hitachi Company has withdrawn from the agreement regarding Wylfa Newydd and this will have a huge impact on the industry and economy of the island and its residents in the future. It will also be a huge loss in terms of opportunities for jobs and training in an attempt to ensure that the next generation stays on the Island.

12 Report

A fallen tree near Hermon Pumping Station (A4080) Llangadwaladr to Bodorgan.

It was noted what happened during the storms at the end of August and that 4 street lights near Glascoed Estate had not worked since then. The members were advised that the Clerk send a letter to the Street Lighting Department and report to the next meeting.

13 Gift Requests;

13.1 The Clerk had received a request for a donation from Ty Gobaith.

The members agreed that the Council was not in a position to make more donations this year but to keep the application under consideration for the next financial year.

13.2 A letter of thanks received from Capel Bethel for the Council's donation was noted.

Members agreed with the full list and receipts of the Council & Bank Declaration reconciliation up to 31 August 2020;

15 SAVING ACCOUNTS & ONLINE BANKING.

15.1 The Clerk said that he is continuing with efforts to open a custody account with the Bane since September 2019 in order to transfer £14k to him. Hopefully he will have a better report by the next meeting.

15.2 Because of this, the Clerk said that he did not have much confidence in starting the process of making payments online. Again, hopefully he will have a better report by the next meeting.

16 New Planning Applications.

16.1 Full application for erecting a garden room at The Brackens, Malltraeth, Bodorgan. Application Number: HHP/2020/193 - NO COMMENTS.

16.2 Request to determine if prior permission is required for the erection of an agricultural shed to store machinery and the land at: Carreg Ceiliog Bach, Bethel, Bodorgan. Application Number: DAG/2020/17 - NO COMMENTS.

17 Planning Decisions

17.1 Full Application - Change of Use of Dog House in Music Studio & Study Room - 35 High Street, Malltraeth, Bodorgan - FPL/2020/53 - PERMISSION.
